Why wont Windows Update wont install?

Windows update is a strange program. There are updates that will not install if there is an antivirus running or a firewall is enabled. If you open control panel and then add/remove you may see the file is already installed and trying to reinstall has corrupted the files. Don't have a better answer for this.
