Why don't the panthers go all in?

Because that isn't effective rebuilding... you want young players and will be around for a while and that will still leave room for any possible 1 year contracts or trades to get some veterans to teach the young guys that come in. Richards wont be around for that much longer and he definitely wont sign a 1 year contract with the panthers.
