What kind of things did racist cops do in the Panther era?

I saw on the 1995 movie PANTHER a cop driving down the street and a young black boy driving a bicycle. The cop shoved his finger out the window, made a pretend gun by twisting his fingers and pointed at the black boy, saying ''pew.'' Is this stuff they did on a regular basis?
