My iPod Touch keeps restarting over and over. HELP?

Well, my iPod touch is a 3G 8GB Model. It will not connect to iTunes, or show up in "Devices and Printers." I have a PC with Windows 7. I wanted to restore it, so i pressed "Erase all Data" in the settings. Now, it keeps on showing the apple logo for about two minutes, flashes white, and then repeats the process all over again! Is there any solution?!
